This article explains exactly what changed, lists the 12 schools, shows which condos and precincts are affected, and gives you a practical checklist before you commit.

What exactly changed?

Under the old system, Phase 2C balloting at every school gave priority to children living within 1 km, then 1–2 km, then beyond 2 km. That made a home within 1 km of a popular school significantly more valuable for families — and sellers priced that in.

The new Two-Track Scheme applies only to 12 schools where public housing accounts for less than 40% of homes within 2 km. At these 12 schools:

  • Track 1 (within 2 km): Half of Phase 2C places go to children living within 2 km of the school.
  • Track 2 (beyond 2 km): The other half goes to children living more than 2 km away.
  • No distance ranking within each track. A child 400 m away and a child 1.8 km away are in the same ballot.

Separately, MOE is increasing reserved Phase 2C places from 40 to 60 at most primary schools from the 2028 exercise onward. This means more open places for families without alumni or volunteer connections.

Geographically, they cluster in two belts: the Bukit Timah–Holland–Newton corridor (Districts 10, 11) and the Katong–Marine Parade belt (District 15), plus St. Margaret's near Dhoby Ghaut (District 9). MOE says it will review the list periodically but does not expect frequent changes, since housing profiles around these schools shift slowly.

Winners, losers and the grey zone

Who benefits

  • Families living 1–2 km from a Two-Track school. They used to lose the Phase 2C ballot to the 0–1 km band. Now they are in the same track, same odds.
  • Families living beyond 2 km. They now have a reserved 50% of Phase 2C — previously they were last in the queue after both closer bands.
  • Buyers of new launches in the 1–2 km ring of these schools — e.g. condos near Dunearn Road (within 2 km of SCGS, Nanyang, Raffles Girls'), or condos in East Coast (within 2 km of CHIJ Katong, Tao Nan, Ngee Ann).

Who may see reduced advantage

  • Owners of homes within 1 km of a Two-Track school who priced in a strong P1 proximity premium. The 1 km edge in Phase 2C disappears at these 12 schools. However, distance priority still applies in Phases 2A and 2B (alumni, church/clan, parent volunteers), so 1 km is not worthless — it just matters less in Phase 2C.

Grey zone — little change

  • All other ~170 primary schools are unaffected. Distance priority in Phase 2C works exactly as before. The increase from 40 to 60 reserved Phase 2C places may slightly improve odds for families within 1 km of non-Two-Track schools.
  • Homes near multiple schools where only one is on the list. For example, a home within 1 km of both Nanyang Primary (Two-Track) and Henry Park Primary (not on the list) retains the 1 km advantage for Henry Park.

If you are buying in the OCR (Canberra, Lentor, Jurong, Thomson), this particular change does not affect your school priority. Three honest caveats

  1. Distance still matters outside Phase 2C. In Phases 2A and 2B, where balloting uses citizenship and then home-school distance, living within 1 km still ranks ahead. Parent volunteers in Phase 2B keep that advantage.
  2. Many of these homes carry other premiums. Bukit Timah, Holland, and Katong are priced on land scarcity, freehold stock, lifestyle, and prestige — not just school catchments. The school-proximity premium is real but selective.
  3. Other nearby schools are not on the list. Henry Park, Kong Hwa, Red Swastika, and others keep standard distance priority. A home near several schools may retain most of its catchment appeal.

The address timing trap

MOE requires the child to be living at the registered address by 1 January of the year the child enters P1. For new launch condos, this means you need the property to have obtained Temporary Occupation Permit (TOP) and you must have moved in before the registration exercise. If you are buying a new launch in 2026 with TOP in 2030, your child would register for P1 in the 2030 or 2031 exercise — well after the Two-Track rule takes effect.

Checklist before you buy for school proximity:
  • ✅ Check the exact distance from the unit block (not the condo entrance) to the school using MOE SchoolFinder. Third-party maps can differ from MOE's measured distance.
  • ✅ Check if the school is on the Two-Track list — and whether that changes your Phase 2C calculus.
  • ✅ Check TOP date and whether you can meet MOE's address requirement by the relevant registration year.
  • ✅ Check if the school is relocating. ACS Junior is expected to move to Tengah around 2030.
  • ✅ Do not overpay for a "within 1 km" premium at a Two-Track school when a home at 1.5 km now has the same Phase 2C odds.

What this means for buyers

If you are buying in Districts 10, 11, or 15 and school access was part of your decision, this change genuinely shifts the value equation. The 1 km premium at the 12 named schools is likely to soften gradually — not crash, because 1 km still matters in earlier phases and these locations carry inherent lifestyle value.

If you are buying in the OCR or RCR where none of these 12 schools are located, nothing has changed for your school priority. Focus instead on the expanded Phase 2C places (40 → 60), which marginally improves your odds at all other schools.

Either way, do not buy a home solely for school access. Buy it as a home you would be happy living in regardless. Schools are a bonus — not a guarantee.
